This guide applies to sellers in the United Kingdom only.
Overview
The Windsor Framework refers to the agreement between the UK and the EU amending the Northern Ireland Protocol, which comes into effect from 1st May 2025. After this date, shipments from the UK mainland (Great Britain) to Northern Ireland will require customs declarations (read more).
Important: B2B orders without these values will be treated as “at risk” and will require full customs information.
Required Information
For each order shipped to Northern Ireland from Great Britain you will need to add the following details:
Customer Type
EORI and UK IMS (for B2B shipments only)
A Valid HS Code
License or Certificate
Sender Deferment Account Number (optional)
Customer Types and Requirements:
There are two options for customer type; this will affect the information you are required to provide as well as eligible services
Consumer (private individual)
Customs declarations are required, but not all fields are mandatory (e.g., HS codes are not required).
Business
Either the EORI number or the UK IMS number of the sender or recipient must be provided
NOTE: If a parcel is addressed to a business but intended for a consumer, it is still considered a consumer shipment. In other words, the type of address does not affect the classification.
EORI and UK IMS (for B2B shipments only)
The Sender’s EORI Number and the UK IMS number of the sender or recipient needs to be provided. If you choose to use the recipients UK IMS number rather than your own, you will also need to provide the recipients EORI number
To add your EORI Number and UK IMS Number to Veeqo, please refer to the “Edit a Location” section of this guide. These will be automatically applied to your orders.
If you wish to use your recipient’s UK IMS number and EORI number, these will need to be entered per order. To do this:
When you’re ready to ship your order, click Ship on the right of the order
Select the service you want to ship with
Add your recipient’s UK IMS number and EORI number
Important: If you choose to use the recipient’s UK IMS and EORI numbers, you will need both. If you only enter either the UK IMS OR the EORI of the recipient, we will automatically use the details saved for your company
Valid HS Codes (for B2B shipments only)
A valid HS code needs to be added to each product in your order. In some cases you will also need to add a supplementary unit (e.g., liters or number of items). To find the HS code needed for your item and to find out if you need to include supplementary units, visit the UK Government website.
License or Certificate
Some items will require a license or certificate. If your item requires a license or certificate select Yes from the drop down menus provided and then enter the corresponding license or certificate value in the text box that will appear.
Available Services (UK to Northern Ireland Shipments)
Services available to ship to Northern Ireland will vary based on carrier, but only eligible services will be displayed in Veeqo for these shipments. The carriers which support the Windsor Framework are:

Evri (MyHermes) - B2C only
ParcelForce
DPD
NOTE: Each carrier will have set services that can be used for both consumer and business shipments, for example only tracked services are supported for shipments to NI with Royal Mail. For more information on this, please contact the carrier directly.
Troubleshooting
“Supplementary units are mandatory for products”
This error will show if your products don’t have valid HS codes. Please add HS codes to your products, or check to see if they need updating
